Prepare the Dough:
In a large bowl, combine flour, sugar, and yeast. Mix in warm milk, melted butter, eggs, and vanilla extract. Knead until the dough is smooth and elastic.
Cover the bowl with a cloth and let the dough rise in a warm place until doubled in size, about 1 hour.
Make the Cream Filling:
Whip the heavy cream with powdered sugar and vanilla extract until stiff peaks form. Refrigerate until needed.
Form and Fry the Donuts:
On a floured surface, roll out the dough to about 1/2 inch thickness. Cut out donut shapes using a donut cutter.
Heat oil in a deep fryer or large pot to 350°F (175°C). Fry the donuts until golden brown on both sides. Remove and drain on paper towels.
Coat and Fill the Donuts:
Mix extra sugar and cinnamon in a shallow dish. Coat the warm donuts in the cinnamon sugar mixture.
Once cooled, use a piping bag to fill the donuts with the chilled cream.
